unable to move scoreboard and timers

i have been trying to adjust where the scoreboard and timers consoles sit to make them easier to read and stop them from blocking thinks like magic menus and what not , but no matter what i input on the X and Y input they stay in the default positions . They dont even budge. i have tried uninstalling Windower4 and reinstalling multiple times , i have tried adjusting the security protocol and permissions (i run it on Admin no matter the case) with no change .

i am on  Windows 8 and i have the UAC setting where its supposed to be (i am pretty sure at least)

Nothing outside of Windower can influence that, so you don't need to look there. Timers has three different X and Y positions, for the three categories. This is a quote from the settings file:
 

recastX, recastY = The x and y position on screen of RECAST timers (Default: 20 & 350)
buffsX, buffsY = The x and y position on screen of BUFF timers (Default: 200 & 350)
customX, customY = The x and y position on screen of CUSTOM timers (Default: 380 & 350)

yes , i have the xml set up as follows:

recastX, recastY =The x and y position on screen of RECAST timers (Default:200&350)
buffsX, buffsY =The x and y position on screen of BUFF timers (Default:400&350)
customX, customY =The x and y position on screen of CUSTOM timers (Default:380&350)

and everything is in the exact same position as the defaults you have posted . the same goes for Scoreboard . whats worse about scoreboard is part of it is leading off the screen rendering it illegible , part of the total damge number is cut off as well as DPS measurements . I wouldnt think that there would be a conflict with BuffsXY vs CustomXY since when everything was working and i was trying to find a good spot , i had a few times basicly stacked them accidently , lol .

You shouldn't edit that part at all. If you scroll below, you'll see a section that says:

<recastX>bla</recastX>
<recastY>blubb</recastY>

That is what you should edit.

As for Scoreboard, you can just drag/drop it around the screen into whatever position you like.

Hmmm...Scoreboard is suppose to be drag and drop?  Mind is sitting in the upper middle of my screen and I can not seem to move it.
