downloading plugin problem

Just came back to the game, installed this, Tried getting Plugins.. When I click download, they get to about 75% and stop.. Every one of them. Whats the problem? None of them download.. and I need certain plugins. 

I had met similar situation recently. In my case, they didn't proceed from 0%.

I had uninstalled antivirus(Bitdefender), turned off windows7 firewall and re-installed Windower4 but all of them were useless. After struggling for hours at Starbacs, I came back to my house and started Windower4 again. Then, it started downloading components normally !

Some Internet Service Providers might filter the traffics to certain servers.
