Trying to find this addon

Any help figuring out what this is and where it came from would be greatly appreciated. I tried searching for this addon myself but couldn't find it anywhere.

We're not involved with the development of this addon, and I don't have any idea who is. You might try asking on some other forums, but as far as I know it still hasn't been released. It may never be released.

Sorry for the necro bump - was this plugin ever released publically? 

Looks very similar to Kenshi's Pricer addon - I don't think its officially part of Windower through the interface but you should be able to download it from here:
