Addons not loading

I can manually load the addons, and plugins load automatically as usual.

      Normally, my addons and plugins load automatically.  I've tried reinstalling with no help.  Looking for a quick and/or dirty fix. Plugins are loading normally, only the addons have the problem.  This started last night, with no updates or anything new installed.
