Ability to scroll through the console?

Sorry to ask such a basic question. I looked around the Wiki, performed various searches on the forum and Google, and tried many different combinations in-game to try to enable this!

Is there a way to scroll up and down through the console in-game?

Not in Windower 4, no.

However, there is an option to log the console. Do //console_log 1. That will start logging console output to Windower/console.log.
