Windower works with the Steam release of FFXI (just run Windower outside of Steam, and it should find the game no problem), but actually running Windower through Steam (to get the overlay to work, for instance) is untested. It's probably possible, but not a configuration we officially support at this time.

Oh sorry, if you meant what Iryoku said then I don't know. You can run a Steam-installed FFXI with it and take screenshots normally (Windower-style), but I don't know if/how you can take Steam screenshots and upload it to the Steam cloud.

you have to run steam as admin to get it to run windower as windower runs as admin it cannot be run with a non admin program

Windower actually always runs as admin, you don't have to do it manually. Honestly, Idk how Steam works in this regard, I know that Xfire back in the day was looking for process names, so it would work with Windower regardless, since Windower only launches pol.exe. There might be an option to configure Steam for that specifically, but unfortunately I'm unsure how. Google may have answers for that though.
