The WinControl plugin can do that.

Would be nice if we could just adjust it from the window borders..

The borders are locked from resizing by default, but if you hold either Shift or Control (can't remember which), then try it, it should work. This was done due to complaints about accidentally resizing the window with the mouse. Either key may work, and one may actually force the window's aspect ratio to stay constant.
Also, you can edit the init.txt file in the scripts folder and change the zero on the line "game_allowresize 0" so it's a 1 (one). Then you don't have to hold one of the keys above to be able to resize the window.
I was able to resize it via both shift an control, not sure which does which buuuut it works so awesome, thanks.
Note: this doesn't fix the text crunch issue in my other thread.

Like I mentioned in your other thread, the issue you're seeing with the text is due to the way the resizing works, which is by dropping entire rows or columns of pixels instead of doing a smooth, interpolated resize.
