Do we have a list of both known incoming and outgoing packet ids at all?

You can check them in the packets lib folder

What he means is, check Windower/addons/libs/packets/fields.lua. These are the ones we have documented ourselves. You can find info on some more in the Darkstar source code repository, although they're not indexed by ID, but by name. They have more info than us, and often more correct info as well.

Well, their stuff has to work, otherwise their servers won't work right ;)

Our stuff is generally correct, but sometimes packets get adjusted by SE and we don't notice it, because we don't actively use it. Hence our database degrades over time as the packets change. But it should be easy to adjust if you examine one particular packet. You can use the PacketViewer addon to facilitate packet research.

It's not limited to 75, and even if it was, it still needs to keep up with current packet structures, because the client is the same. If SE updates the FFXI client it won't work with old packet structures anymore, so they need to keep updated as well.
