Force in-game Config settings? (aspect ratio, weather, etc.)

Is there a way to use Windower to force settings in the in-game Config menu? Like Background Aspect Ratio, weather, shadows, etc.?

The Config plugin can do some of this. It can currently control aspect ratio, auto target, draw distance, animation frame rate, footstep effects, game frame rate, auto disconnect time, and it has undocumented support for controlling game volume.
