FFXI install

Hello,

I went through the install guide and I have everything setup. I even double checked it. When I start Windower V4 it starts up and once the black box comes up, it pops an error stating "The application was unable to start correctly (0xc000007b). Click OK to close the application. Everything installed correctly. Everything is setup for Run as Administrator. Anyone know what could cause this? I did look at the crash file in Windower and this is what it shows:
