Windower Bind Bug?

Why is it that this key binding only intermittently works 50% of the time?

bind Ctrl up input /echo Test CU

bind Alt up input /echo Test CU

Can this be fixed or is there a work-around?

Also having this problem, I regularly use the 0-9 keys to bind abilities to for all my jobs, and I'm now having to go through and remake in-game macros for each one. Any help would be appreciated. 

To clarify: Mine never work at all, not even 50% of the time. Binding directly from the console gives a response that the key was bound, but the macro still doesn't work when the key is pressed.

EDIT: Well, restarting the game three times seems to have fixed it for some reason. Kind of worried the issue will pop up again.
