StatusTimer/Timer questions

Is it possible to have Aftermath appear on timers as a recast like other buffs? Additionally, I think StatusTimers have been broken for a while (I've noticed it since April/May) but it didnt bother me until I got my mythic weapon now. I noticed when I obtain level 3 aftermath, it will count up from 0:00 as normal, then as soon as a new buff is cast on me, the Aftermath Icon shifts to the right and the timer restarts at 0:00. After doing this a few times, the time will freeze at a weird number like 64:12 until the buff wears off making it impossible to discern the duration.
