I can't seem to find spellcast in the plugin or addons section. Is there a way to install in manually?

It's no longer supported. It has been replaced by GearSwap, which incorporates all of its features and adds many more. However, your Spellcast files will no longer work for it. You can find some pre-made GearSwap files here and an extended tutorial here.
That said, you can still use Spellcast. To enable unsupported plugins enter the Konami code in the plugin tab, that will make Spellcast show up again (among others). But you'll be continuing to use it at your own risk, it may break at any of SE's next updates and we will no longer provide fixes for it.

not to mention gearswap is far more capable and if you realy wanted to you could do almost any thing with it not just change gear
i,e,
change gear
create windows in ffxi
monitor buffs
create timers
create commands for almost anything
etc.

There is no sarcasm there. The Konami code really is programmed into the Windower 4 launcher. It unhides unsupported plugins from the list.
