I used to use one called unlimited or unlimiter I think, but it seems to have been removed from the list of Windower mods. Does another addon/plugin do this?

Unlimited was deprecated for the Config plugin, in the settings file of the config plugin there is a tag called FrameRateDivisor, set it to 2 for 30fps, 1 for 60fps, 0 for uncapped.

If the Config.xml is not there it's probably because you have never loaded the Config plugin yet. Load it with //load config, then it should appear. Then you can either edit the settings file, or type //config FrameRateDivisor 1.
