Mod that shows buffs/debuffs on targets?

Whats the name of the mod that lets you see peoples buffs/debuffs when you target them?  I saw a streamer on twitch using it and it would show their target's name and buffs/debuffs above the chatbox.

At first I thought it was just the toggle thats under misc3 in ffxi's config but that doesnt seem to do anything.

As far as I'm aware, status effect data is only sent for party members. So even if an Addon or Plugin to do this existed (and I'm not aware of any), it would only be accurate for party members; for all other targets it would only be possible to accurately show status effects that you cast yourself. The Timers plugin handles this case quite well already.

the status effects only work for live players
