Spellcast: HELMSet and FishingSet not working

Spellcast fails to switch to fishing gear.  I had myself checked when fishing and nothing was changing.

Just to note I opened the console and pasted input /raw /equip body "Fsh. Tunica" and it changed the body so it does work, just not through spellcast for some reason, even though the debug says it has changed.
