Make sure you don't have multiple versions of the game installed.
Make sure you have the latest build of Windower.
Make sure you have disabled User Account Control (UAC).
Make sure you don't also have the Windowed mode selected in the FINAL FANTASY XI Configuration tool.
Try running Windower with Admin Privileges.
Try reinstalling the Steam version or updating the game fully with the game launched normally via Steam.

on an unrelated note ... is there a way for me to put FFXI on another machine without having to update it for 9 hours?

- Disable or turn off UAC
- Don't install it to the C:\Program Files (x86) folder
- Try disable windows Aero effects
- Make sure you are running Launcher.exe not Launcher_gui.exe
- Make sure SE's Window mode is unchecked in the FFXI config
also does the game load up without windower since you reinstalled you OS?
If you install from a cd Im not sure if they include the win vista / 7 playonline version on the cd.

what I do is I just make a backup copy of my Playonline / ffxi folder to a backup drive.
Then on the new pc or install i just reinstall the game. Then just delete the new install folders and replace them with the ones I just created and put on my backup drive
When you log in and all it will say cannot find version, then it will preform a file check. It will check all the files then log you in without any extra downloading. It will only do this once as well the next time you log in it will be as usual.
