the link http://wiki.windower.net/resources.xml doesnt seem to be working atm.

the problem was my resources.xml file wasn't correct. So if anyone else gets the error update your resources.xml file.

New features:
- Support for languages other than English.
- Colors for the text and top bar can be changed via INI settings.
- A background can now be shown behind the timer displays.
- The opacity of the program can be changed.
- The "always on top" setting of the program can be toggled by the user (mainly so it can be fixed if it gets lost).
- The program's icon is now displayed in the Windows Taskbar.
- When the background is displayed, the height of the program can be changed by grabbing the bottom of the program with the mouse and moving it up/down. (This setting is also saved in the INI automatically.)
- If you're using Windower, there's no need for the resources.xml file to be placed in the program's folder; it'll now find the resources under Windower's plugin folder.
- The amount of time the highlight for nearly elapsed timers can be changed (up to 15 seconds).
- The amount of time an expired timer's display will stay shown can be changed (up to 60 seconds).
- The POL process the program links itself to can now be selected (for multi-boxers).
- If no FFXI instance is found, the program "sleeps" until a POL process with FFXI active is selected.
- The latest offsets (as of 9 Nov 2009) are already in-place, so no need to have them in the INI file.
- Probably a few others I've fogotten. ^^;;
