Send Addon Issues

Hello.  There is another similar thread already and it may be the same issue, but that one was centered around pet commands.

I'm having an issue where any character who isn't logged in before another character will not pick up sent commands.  My work around for the moment is to log into my main last, but he still then cannot receive commands sent from the mules.  If you think this is an issue on my end, any ideas?  It is the same with the live version and the dev version.
