Darkstar Project is the only private server effort that has been made public. If any others exist, their creators have not publicly announced anything. It should be noted that Darkstar is just creating the server software. The Darkstar devs do host a test server and a "Classic" server for people to use, but they are hardly the only servers in existence; there are at least a half dozen others. If you're looking to test things in a safe environment, before deploying them on retail servers, you may just want to run your own server locally.

A local server is not hard to set up and it will give you a lot of freedom to test things. But you should remember that while DSP tries to emulate retail servers it is not always exactly accurate. There are no guarantees that things you test on there (especially regarding packets) will behave the same on retail. Although usually that is the case, just a fair warning.

You can join their IRC channel (#darkstarproject on Rizon) for help with setting up the server. A guide can be found here.
