Gearswap won't change gear: "Cannot change gear right now: KOed"

I've asked Arcon, Byrth and a few random people and cannot find a fix for this at all. Byrth says it sounds like there's an issue with the buff array but I wouldn't know where to start trouble shooting. I've done a complete reinstall of everything included Windower and FFXI. Running on windows 7.
