Console command for config FPS?

      I tried searching and using multiple commands. Is there a command to change FPS to 30, 60, and uncapped on the fly?

            I tried this in-game and my FPS is not changing.

            For some reason case-insensitivity broke after some update. Try //config FrameRateDivisor 1.

                are there more config commands that help enhance graphics quality?

                Nothing aside from registry tweaks, most of which Windower already does for you. Check out the graphics settings in the Windower launcher. Start Windower.exe and select a profile, then click the Edit button (the one with a pen on it). This will bring you to the options menu.
