I've actually been looking for this lately. Its to resize and move fullscreen (no border) thru console commands. Also used to move game to second monitor.

  • move X Y - Moves Window to the specified X/Y coordinates.
  • resize W H - Resizes Window to the specified Width and Height.
  • resize reset - Reset's the windows size back to the default startup size.
  • alwaysontop <true/false> - Toggles/Sets the Always On Top setting.

Hey, yeah due to how WinControl actually works virus scanners will report it as a virus, it is whats called a False Positive though, we can confirm it is safe though.
